Wiktionary has a Simple English dictionary but nothing specifically for kids.

As we get going on this, we'd love to have the OLPC content staff and volunteers be a part of our community.</description>

		<description>There was (not sure of active status right now) a dictionary project started by some OLPC volunteers; the point was to have a table of correspondence for basic words in as many languages as possible (so instead of having to make thousands of language-a-to-language-b dictionaries you could just reference the table). http://wiki.laptop.org/go/User:ZdenekBroz/OLPC-Dictionary

There's also omegawiki (http://www.omegawiki.org/Main_Page) and wiktionary (http://wiktionary.org/) - wikijunior is a subset of wikibooks specializing in books for kids, I'm not sure whether wiktionary has a corresponding subproject (dictionary for kids) but if it doesn't, your idea might fit in nicely here.</description>
